Wolters Kluwer Legal and Regulatory is looking for a Director, Application Development. This position can be remote.

Responsible for the full systems development life cycle management of information technology projects/programs using a defined product development framework and a modified Agile/Scrum development process. Provides leadership and direction to assigned program/project resources preparing and conducting key SCRUM meetings, motivating staff and facilitating delivery of defined business priorities. Actively participates in both short and long-range strategy planning for assigned area ensuring business case intent and delivery.
Serves as the primary point of contact from project/program from inception to delivery. Operates as lead SCRUM Master managing against a product development framework. Monitors and controls the delivery and quality of deliverables, as well as managing the project completion process through customer acceptance. Has overall responsibility for decisions and management of assigned initiatives. Provides strategic direction, coaches and mentors staff.
Participates in product visioning and roadmap development including time and budget for completion
Works with business product manager and owner to ensure well groomed backlog is maintained and that user stories are prioritized in alignment with the product roadmap.
Facilitates Daily Scrum meetings ensuring status is understood and work is proceeding according to plan
Facilitates Sprint Retrospectives to ensure continuous improvement of the development process.
Participates in Sprint Reviews showcasing developed software functionality for each Sprint
Ensures appropriate time reporting and project documentation is completed
Ensures annual performance planning is completed and aligned with departmental strategies
Ensures appropriate technical direction is taken and makes decisions with architects for tools/technologies to either aid the development process or set a foundation for the completed system
Participates in overall department technology strategy and planning, budgeting, and other aspects of departmental management.
Education: Bachelor's or Master's Degree in Computer Science, information Systems, or other related field
10 plus years of information technology development experience
Two years as a Scrum Master in an AGILE / Scrum environment
5 years of leadership experience managing large cross-functional teams and projects
Experience working with distributed (including near or off shore) teams.
Ability to work with and influence senior level management / key stakeholders.
Requires advanced technical and business knowledge in software development life cycle, quality assurance, project management and other related disciplines/processes.
Technology experience should include SQL Server, .net, C++, and JQuery.
Previous development of online information based products key.
Understanding of legal markets is a plus.
Version one or equivalent is desired
